Türkiye’de Ulusal Mesleki Yeterlilik Sistemi; meslek standartlarının belirlendiği, mesleki ve teknik eğitim programlarının bu standartlara göre uyumlaştırıldığı ve iş gücü yeterliliklerinin Mesleki Yeterlilik Kurumu (MYK – Vocational Qualifications Authority) tarafından yetkilendirilen akredite kuruluşlar aracılığıyla belgelendirildiği, şeffaf ve kalite güvencesi olan bir sistemdir. Sistem, yeterliliklerin ulusal ve uluslararası düzeyde tanınmasını sağlamakta, hayat boyu öğrenmeyi teşvik etmekte ve önceki öğrenmelerin tanınmasını desteklemektedir.
Bu çerçevede, Gaziantep Ticaret Odası tarafından Avrupa Birliği ve Türkiye ortak finansmanlı IPA VOC-Test Merkezleri III Hibe Programı kapsamında, MYK iş birliği ile VOC-Test Merkezi Projesi (2020–2022) hayata geçirilmiştir. Proje; turizm, konaklama ve yiyecek–içecek sektörlerine odaklanarak mesleki becerilerin güçlendirilmesini, belgelendirme kapasitesinin artırılmasını ve özellikle gençler ile kadınların istihdam edilebilirliğinin geliştirilmesini amaçlamıştır. Gaziantep’te kurulan VOC-Test Merkezi; Kebap Ustası, Pide Ustası, Pastacı ve Genel Servis Personeli gibi mesleklerde yetkilendirilmiş sınav ve belgelendirme hizmetleri sunmaktadır.
Projenin önemli sürdürülebilirlik çıktılarından biri GUTMEB – Mutfak Sanatları Mesleki Yeterlilik ve Belgelendirme Merkezi A.Ş.’nin kurulması olmuştur. Merkez, Türk Akreditasyon Kurumu (TÜRKAK – Turkish Accreditation Agency) tarafından akredite edilmiş olup TS EN ISO/IEC 17024 standardı kapsamında faaliyet göstermekte ve dijital soru bankası ve sınav sistemi ile desteklenmektedir. Proje süresince yaklaşık 20 usta öğretici belgelendirilmiş, 2023–2025 yılları arasında ise 110 adaya toplam 92 mesleki yeterlilik belgesi verilerek sektörel becerilerin ve istihdam edilebilirliğin güçlendirilmesine katkı sağlanmıştır.
Proje süreci ve sonrasında yürütülen sınav ve değerlendirme faaliyetleri, test süreçleri için gerekli altyapı, tesis ve teknik kapasiteyi sağlayarak sürece kritik katkı sunan Gaziantep Gastronomi Akademisi’nin güçlü ve kesintisiz desteğiyle sürdürülmektedir.

Turkey’s National Vocational Qualification System is a transparent and quality-assured system in which occupational standards are defined, vocational and technical education programs are aligned with these standards, and workforce competencies are certified through accredited bodies authorised by the Vocational Qualifications Authority (MYK – Vocational Qualifications Authority). The system ensures the national and international recognition of qualifications, promotes lifelong learning, and supports the recognition of prior learning.
In this context, the Voc-Test Center Project (2020–2022) was implemented by the Gaziantep Chamber of Commerce under the EU and Türkiye co-financed IPA Voc-Test Centers III Grant Programme, in cooperation with MYK. The project aimed to strengthen vocational skills, increase certification capacity, and improve the employability of young people and women, with a focus on the tourism, accommodation, and food & beverage sectors. The Voc-Test Center established in Gaziantep provides authorised examination and certification services in occupations such as Kebab Master, Pide Master, Pastry Chef, and General Service Personnel.
One of the key sustainability outputs of the project was the establishment of GUTMEB – Culinary Arts Vocational Qualification and Certification Center Inc. The centre is accredited by the Turkish Accreditation Agency (TÜRKAK – Turkish Accreditation Agency) and operates under the TS EN ISO/IEC 17024 standard, supported by a digital question bank and examination system. During the project period, approximately 20 master trainers were certified, and between 2023–2025, a total of 92 vocational qualification certificates were issued to 110 candidates, contributing to the strengthening of sectoral skills and employability.
Examination and assessment activities during and after the project are sustained with the strong and continuous support of the Gaziantep Gastronomy Academy, which provides the necessary infrastructure, facilities, and technical capacity for testing processes, ensuring uninterrupted implementation.
